The bill mandates that the Office of Professional Licensure and Certification (OPLC) provide the public with at least 14 calendar days' notice of any public meeting, unless the chair of the board decides that a meeting is urgently needed and thus can be held with less notice as per RSA 91-A. It also requires that all governmental records related to the meeting be made available to the public at least 7 calendar days before the meeting, unless they contain information exempt from disclosure. The chair may add items to the agenda within 7 days of a meeting if it is in the public interest, with associated records made available as soon as practicable. The bill also stipulates that boards within the OPLC must offer an opportunity for spoken public comment at meetings and allow for written comments to be submitted on matters before the board within 10 days of the meeting. Certain types of meetings are exempt from these requirements.

Additionally, the bill establishes a new Attorney II position within the OPLC at labor grade 28 and appropriates the necessary funds from the OPLC fund to cover the salary and expenses for this position. The estimated costs for this position are $106,000 for FY 2025, $109,000 for FY 2026, and $113,000 for FY 2027, with potential annual increases. The bill also includes a contingency that if HB 1609 of the 2024 legislative session becomes law, the new paragraphs inserted by this bill will be renumbered accordingly. The bill is set to take effect 60 days after its passage. The fiscal note indicates that the bill has deleted certain unspecified items and confirms that it provides sufficient funding for the estimated expenditures and authorizes new positions.
