This bill establishes an early detection cancer screening pilot program for active and retired firefighters within the New Hampshire Department of Safety, Division of Fire Standards and Training, and Emergency Medical Services. The program will offer a comprehensive early detection cancer screening to all eligible firefighters, which may include a blood test, an ultrasound of vital organs, and a lung CT if indicated. Preference will be given to vendors capable of providing a multi-cancer blood test and an ultrasound diagnostic that screens for a variety of conditions. The state will provide funding for the administration of the pilot program and the cost of testing, with an appropriation of $5,000,000 for the biennium ending June 30, 2025. Any unexpended funds will not lapse until the termination of the pilot program.

The bill outlines the creation of a committee to administer the program, which includes representatives from the Professional Fire Fighters of New Hampshire, the New Hampshire Association of Fire Chiefs, and the Department of Safety. This committee will present an initial plan within 90 days of the act's effective date, detailing vendors, screening locations and times, and administrative requirements. Participation in the screenings is optional for firefighters, and they may be eligible for reimbursement of up to $1,300 for self-funded screenings after January 1, 2024. The committee will report findings to the governor and legislative leaders after 12 and 24 months, including the number of firefighters screened, test results, follow-up testing, costs, trends, and recommendations. The bill ensures the confidentiality of personal information of individuals participating in the screenings. The act is set to take effect on July 1, 2024.
