This bill mandates that law enforcement agencies in New Hampshire must report hate crime data to the Department of Safety, which in turn is required to publish this statistical information on its website. The bill amends RSA 106-B:14-c by inserting a new paragraph that specifies law enforcement agencies must submit reports on hate crimes to the Department of Safety, Division of State Police, at least every six months. These reports should include the number of offenses and arrests related to hate crimes within their jurisdictions. The Department of Safety is tasked with updating the statistical data on its website at least every 45 days.

The definition of a hate crime for the purposes of this reporting includes any offense where there is reasonable suspicion to believe that the crime was motivated by hate or bias towards race, color, religion, creed, national origin, ancestry, sexual orientation, sex, gender identity, disability, or any other protected characteristics as identified in RSA 354-B:1 or RSA 651:6, I(f). The bill does not mention any deletions from current law. The act was approved on July 3, 2024, and will take effect on September 1, 2024.
