This bill modifies the existing law regarding unclaimed horse racing ticket and voucher money. It removes the requirement for entities conducting horse racing to pay the state treasurer all unclaimed moneys by January 31 of each year and instead specifies that such payments should be made on or before July 1 of every year. The bill also extends the period during which pari-mutuel tickets and vouchers can be claimed from 11 months to 12 months before they are considered unclaimed. Additionally, it mandates that these entities must submit a check for any unclaimed money from the previous fiscal year along with a detailed written report itemizing the unclaimed tickets, vouchers, and amounts. A copy of this report is to be forwarded to the lottery commission. For the first biennial year after the effective date of this section, the report will cover both years of the previous biennium.

The bill also removes language that required the forwarding of books or records to the lottery commission that show the tickets entitled to reimbursement. It further eliminates the provision that vouchers be remitted to the state treasurer 24 months after the year of the unclaimed voucher. The act is set to take effect 60 days after its passage, with an approved date of July 26, 2024, and an effective date of September 24, 2024.
