The employer is also required to provide a replacement employee debit card within 24 hours if the original card is lost, stolen, or damaged.

Employers must provide written disclosure of all wage payment options, including the terms and conditions of the payroll card account and a complete list of all known fees. They must also obtain written consent from employees before initiating payment of wages to a payroll card account. Any changes to the terms and conditions of the payroll card or account must be communicated to employees in writing, and employees have the option to discontinue receipt of wages by a payroll card at any time without penalty. The bill also requires employers to provide employees with a list of banks and institutions where funds can be withdrawn from employee debit card accounts with no fees.
