This bill amends existing law to establish requirements for emergency action plans in response to sports-related injuries for schools that include grades 4 through 12. The emergency action plan must document procedures for serious injuries, list trained personnel, identify those responsible for executing the plan, provide location details for directing emergency personnel, specify equipment and supplies needed, and include policies related to cooling for heat stroke victims. Notably, the bill introduces new provisions that require schools with automated external defibrillators (AEDs) to regularly check and maintain them according to the manufacturer's instructions, ensure at least one AED is readily accessible and not locked away, and mandate that for grades 6-12, an individual trained in cardiopulmonary resuscitation (CPR) must supervise organized school-sponsored sports activities.

The plan must be posted within each school, disseminated to local emergency services, and coordinated with them. Schools must also adopt procedures for obtaining and managing student medical information related to various conditions and injuries, with confidentiality managed in accordance with HIPAA and FERPA. The emergency action plan must be added to the school's emergency response plan, reviewed and rehearsed annually, and updated as necessary. The bill stipulates that the plans should be implemented by the beginning of the first full school year after the effective date of this section, with the new requirement for CPR-trained individual supervision taking effect on August 1, 2025, and the remainder of the act taking effect on August 1, 2024.
