This bill establishes a task force to develop and review a performance-based accountability system (PBAS) for schools in New Hampshire. The purpose of the PBAS is to ensure that schools provide the opportunity for an adequate education as defined by state law. The task force will consist of 10 to 15 members, including certified superintendents, principals, classroom teachers, and other educational experts. The New Hampshire Department of Education is tasked with appointing members, providing support, and facilitating the task force's activities, which include defining the PBAS, identifying performance criteria, establishing goals, aligning criteria with academic standards, and developing a continuous review process. Additionally, the task force will consider the applicability of PBAS to chartered public and alternative schools, advise on implementation, and develop a performance-based scoring system using existing data and indicators.

The bill also outlines the duties of the task force, such as electing a chairperson, reviewing and recommending PBAS applicability, and advising on implementation. The Department of Education may provide stipends and reimbursements to task force members and cover administrative costs. Unexpended funds will be available for these purposes beyond June 30, 2025. The task force is required to report its findings and recommend future legislation by June 30, 2026. Additionally, the bill amends RSA 193-E:3-d to update the reference to the final report submission from RSA 193-E:3-c, IV to RSA 193-E:3-c, VIII, and mandates a verification process for the PBAS using data from schools across the state. The act is set to take effect on June 30, 2024.
