This bill establishes a task force to develop, implement, and review a performance-based accountability system (PBAS) for schools in New Hampshire. The purpose of the PBAS is to ensure that schools provide the opportunity for an adequate education as defined by state law. The task force will consist of 10 to 15 members, including certified superintendents, assistant superintendents, curriculum administrators, principals, classroom teachers, and other educational experts. The New Hampshire Department of Education will appoint members, provide support, and coordinate meetings. The task force's duties include defining the PBAS, identifying performance criteria and measurements, establishing performance goals, aligning criteria with academic standards, and developing a continuous review process. They will also review the applicability of the PBAS to chartered public and alternative schools, advise on implementation, and develop a performance-based scoring system using existing data and indicators.

The bill also outlines the verification process for the PBAS, which includes a change in the final report submission reference from RSA 193-E:3-c, IV to RSA 193-E:3-c, VIII. The Department of Education will verify the system's integrity, accuracy, and validity using data from schools across different counties and socioeconomic conditions. The commissioner will collaborate with school officials to implement the PBAS and develop a data collection system for reporting results. Recommendations will be made to ensure the system measures student academic achievement and growth effectively. The task force must report its findings and recommend future legislation by June 30, 2026. The act will take effect on June 30, 2024.
