This bill pertains to the employment of plumbing apprentices and amends the existing law regarding the requirements for plumbing apprenticeships. It modifies RSA 153:27, XV by deleting the requirement for plumbing apprentices to be engaged in an apprenticeship program that meets the requirements of the state apprenticeship advisory council established in RSA 278. Instead, it inserts new language that sets a limit on the number of apprentices a plumbing licensee can employ, which is no more than two per licensee. Additionally, it specifies that a master plumber is not obligated to register the apprentice in an approved apprenticeship program pursuant to RSA 278. However, if the apprentice is registered in such a program, it must comply with all requirements of the United States Department of Labor.
The bill establishes that these changes will take effect 60 days after its passage. It was approved on July 26, 2024, and therefore, the effective date of the act is September 24, 2024. This means that from this date forward, the new regulations regarding plumbing apprentices and the conditions under which they are employed and trained will be in force.
