The bill establishes a Corrections Education and Vocational Planning Group (CEVPG) to explore and enhance educational and vocational opportunities within the New Hampshire state prison system. The group is tasked with considering the benefits of higher education pathways for incarcerated individuals, which include improving facility safety, reducing recidivism, increasing self-efficacy, fostering intergenerational improvement, and enhancing employability. The CEVPG will consist of various stakeholders, including the Commissioner of the Department of Corrections, chancellors from the university and community college systems, directors from various departments, a formerly incarcerated person, and other designated officials.
The CEVPG is responsible for consulting with relevant organizations, assessing labor market needs, inventorying facility resources, identifying barriers to educational continuity, and considering the use of education and career navigators. Additionally, the group will examine funding needs and potential sources, including federal funding and grants, to support educational opportunities for incarcerated individuals. The CEVPG is required to file annual reports on its progress and recommendations starting December 1, 2024, to the governor, the president of the senate, the speaker of the house of representatives, and all organizations listed in the group's membership. The act will take effect 60 days after its passage, with an effective date of July 30, 2024.
