This bill modifies the criteria for obtaining the educational credential of master teacher. It stipulates that the state board of education shall grant this credential to individuals who meet certain requirements: a minimum of seven years of teaching experience with a certificate that meets professional education standards, a high rating on the teacher's local evaluation system, and the creation of a highly rated portfolio documenting leadership activities in areas such as professional classroom practice, leadership and supervision, ensuring child development, collaboration, and professional development. The purpose of the credential is to recognize highly qualified and experienced teachers who can serve as resources to improve student learning, foster a positive school environment, and enhance collaboration. However, master teachers are not given the authority to recommend personnel actions.
Additionally, the bill amends RSA 21-N:9, II(s)(4) to establish that the fees for granting licenses to master teachers and renewing master teacher licenses shall not exceed those for beginning or experienced educator licenses. The changes aim to ensure that the cost of obtaining and renewing a master teacher license is in line with other educator licenses. The act is approved on August 2, 2024, and will take effect on October 1, 2024.
