This bill appropriates $1,000,000 to the New Hampshire Historic Sites Fund for the design of a climate-controlled storage facility to protect and preserve cultural resources currently stored in the New Hampshire state library. The bill also authorizes the State Treasurer to borrow up to $1,000,000 and issue bonds and notes to fund the project. Any unspent funds from the design phase will be allocated to the construction of the facility.

According to the fiscal note, there is no fiscal impact on the state, county, or local level. The bill provides sufficient funding to cover estimated expenditures. The Treasury Department estimates that the total cost of bonding will be $1,000,000 of principal and $522,500 of interest over the life of the bond. General fund expenditures will increase by $115,000 in FY 2026 and $111,700 in FY 2027. No new positions will be authorized to implement this bill.
