This bill establishes a committee to study resident-owned manufactured housing park disputes and oversight of resident-owned manufactured housing parks. The committee will consist of three members of the Senate and three members of the House of Representatives, who will be appointed by the respective leaders of each chamber. The committee will assess the nature and prevalence of disputes within resident-owned manufactured housing park communities and recommend legislation and policy changes to support the creation of a dispute resolution process. They will also determine if additional regulatory oversight of resident-owned manufactured housing parks is necessary. The committee will solicit testimony from individuals and organizations with relevant information or expertise. The committee will elect a chairperson from among its members, and their findings and recommendations will be reported to various government officials and the state library by November 1, 2023. The bill will take effect upon its passage.
