This bill establishes the Farm Energy Systems and Infrastructure Design Advisory Program, which aims to provide New Hampshire farms with unbiased, research-based educational assistance on topics such as on-farm energy efficiency and production, resources for improving farm energy systems, financial assistance options, evaluation and design of farm technology and infrastructure, and resources for deploying such technology. The program will be implemented through a memorandum of understanding with the University of New Hampshire Cooperative Extension. The Commissioner of the New Hampshire Department of Agriculture, Markets, and Food is authorized to accept grants, gifts, and donations to support the program, and an appropriation of $100,000 is made for the fiscal year ending June 30, 2025 to fund the salary, benefits, and expenses of one field specialist to manage the program.
The bill also declares that accurate and detailed information concerning agricultural technology and energy systems is essential for the further development of the state's agricultural sector, and that the welfare of the state is served by making such information as complete, current, and available as possible. The effective date of the bill is July 1, 2024.
