This bill requires the Department of Energy to implement a phase out of the minimum electric renewable portfolio standard over a 5-year period. The bill adds a new section, RSA 362-F:3-b, which requires the Department of Energy to implement a 20 percent reduction in the minimum percentages for renewable generation in each Class from the percentages applicable in 2023, starting in 2024. The bill also allows electric utilities to offer default service customers up to 100 percent qualified renewable resource generated power. Additionally, the bill adds a new paragraph to RSA 362-A:5, requiring the Department of Energy to review and report on the changes necessary for phasing out the minimum electric renewable portfolio standards.
