This bill proposes to rename the "agriculture product and scale testing fund" to the "agricultural products regulatory fund" and alters the allocation of certain registration and inspection fees to this newly named fund. The bill specifies that one-half of the registration fees collected under RSA 435:20 and all fees collected under RSA 431:4, RSA 431:6, RSA 431:27, and RSA 433-A:6 will be credited to the agricultural products regulatory fund, as opposed to the previous designation of the general fund as unrestricted revenue. The bill also outlines the purpose of the agricultural products regulatory fund, which includes regulating agricultural products through inspection, sampling, and testing, as well as compliance and enforcement actions, and contributing to the maintenance costs of the departmental electronic data processing system.

The bill includes several amendments to existing statutes, which involve the insertion of new legal language and the deletion of old language. For example, it amends RSA 431:4, II, RSA 431:6, IV, RSA 431:27, I, and RSA 433-A:6 to redirect fees to the agricultural products regulatory fund instead of the general fund. Additionally, it amends RSA 435:20, IV-V to define the purpose of the fund and to allow for the transfer of funds from the agricultural products regulatory fund to the animal records database fund for the development and maintenance of the animal records database. The effective date of the act is set for July 1, 2025.
