This bill allows nonresident aliens living in New Hampshire on a temporary basis to obtain a driver's license if they have filed a complete application for asylum status through the United States Citizenship and Immigration Services. The bill adds a new provision that requires written acknowledgment of receipt from the United States Citizenship and Immigration Services to be provided with the license application. A driver's license issued under this provision would be valid for 180 days. The term of the license would be no longer than 5 years from the date of issuance, unless the director sets a lesser term based on the person's residence in New Hampshire.
The Department of Safety estimates that this bill will generate an indeterminable amount of additional state licensing revenue beginning in FY 2024. There will also be an increase in state expenditures and local revenue beginning in FY 2025 due to the distribution of road toll and motor vehicle fees to municipalities. The Department will incur one-time costs of $10,000 in FY 2024 to make necessary programming changes to the VISION system.
