This bill introduces several changes to the laws governing pari-mutuel pools and historic horse racing. It repeals and reenacts RSA 284:22 to allow the sale of pari-mutuel pools in accordance with the chapter and rules adopted by the lottery commission, restricting sales to the enclosure of the racetrack where a licensed race is held or as provided in RSA 284:22-a. It also amends RSA 284:22-b, II, altering the eligibility requirements for a license to sell pari-mutuel pools on historic races, specifying that applicants must have been licensed game operator employers by certain dates or have applied for a license within a specified timeframe, with the same ownership and officers as at the time of their initial application. Additionally, the bill prohibits the transfer or sale of licenses once they are granted.
The bill amends RSA 284:39, I to give licensees the right to refuse admission or eject persons whose presence or conduct is deemed inconsistent with the orderly and proper conduct of historic horse racing, live, or simulcast race meets. It changes the calculation of the percentage paid to charitable organizations by eliminating rental charges, ensuring that no charitable organization receives less than 35 percent of the gross revenues from games of chance minus any prizes paid. The bill also eliminates employee state residency restrictions and annual financial statement requirements. The effective date of the act is 60 days after its passage, and the Lottery Commission does not anticipate any impact on its revenue or expenditures as a result of this bill.
