The bill also addresses the sale of hypodermic syringes and needles to minors, prohibiting the sale, furnishing, or giving of these instruments to individuals under 18 without a prescription from a licensed medical professional, unless the recipient is acting as an authorized agent for another as defined in RSA 318:42. The prescription must include specific details such as the patient's name and address, the date, a description of the instrument, and the quantity prescribed. The act is set to take effect on January 1, 2025, as per its approval on February 21, 2024.
