This bill amends existing law to specify the reporting requirements for certified culvert maintainers in municipalities. It introduces a change where the road agent, highway director, board of selectmen, or certified official of a municipality who supervises certified individuals performing culvert maintenance work must submit a quarterly report to the department. This report must fully identify the work performed during each quarter and include documentation of continuing education requirements. The bill exempts professional engineers licensed by the New Hampshire board of professional engineers from the program requirements. The insertion clarifies who is responsible for the reporting, while the deletion removes the previous general requirement that all certified individuals submit this report.

Additionally, the bill requires the commissioner of the department of environmental services to regulate the cutting of native aquatic vegetation on submerged lands in public waters or publicly owned water bodies. It establishes rulemaking authority for the commissioner to adopt rules to effect the requirements of this section, which aims to further the purpose enumerated in RSA 482-A:1. The act is set to take effect 60 days after its passage, with an effective date of September 24, 2024.
