The bill instructs the New Hampshire Department of Transportation, along with the Bureau of Rail and Transit and the Bureau of Trails, to collaborate with various stakeholders, including the executive councilor from district 1, members of the house public works highway committee and the senate capital budget committee, selectmen or their agents from the towns of Ossipee and Madison, and a representative from the New Hampshire Northcoast railroad. The purpose of this collaboration is to develop a master plan for the optimal public use of a section of the Conway Branch rail corridor, which extends from the rail crossing at Center Ossipee/Moultonville Road to the rail crossing at Route 113 in Madison. The plan will consider the feasibility of using the existing rail corridor for snowmobiling, walking, and biking.

The bill also requires the rail division to assess the costs and potential income associated with removing the rail and ties to create a level and safe surface for recreational activities. The working group is tasked with exploring funding options for any trail improvements, which may include private donations, grants, or proceeds from the sale of the existing steel rails. The two bureaus must meet with the working group at least three times before December 30, 2024, and must issue their joint findings and recommendations to the public by January 2, 2025. The findings will also be shared with the governor and executive council, the speaker of the house, the president of the senate, and the towns of Ossipee and Madison. The act is set to take effect on July 1, 2024.
