This bill expands the powers and duties of cooperative school district budget committees. It amends RSA 195:12-a, II to give the committee the powers and duties of the municipal budget committee under RSA 32. Additionally, the committee is given the responsibility to review and evaluate any proposed warrant articles or supplemental appropriations involving the expenditure of funds, including withdrawals from capital reserves, not previously authorized. The committee must have an opportunity to review and evaluate these proposals before they can be the subject of a noticed hearing or meeting of the legislative body. The committee must also approve any warrant articles that are printed on the annual town meeting ballot or special meeting ballot, and the committee's vote on each proposal must be recorded and printed with the ballot. This act will take effect 60 days after its passage.
