This bill creates a new section in RSA 656 to establish inventory controls for paper ballots. The secretary of state is required to issue purchase orders to the ballot printing supplier, specifying the quantity of election day and absentee ballots needed for each town or city ward. The secretary of state is also responsible for generating a moderator's certificate that identifies the number of ballots and absentee ballots purchased and distributed to each town or city ward. This certificate will be used for ballot reconciliation, recounts, and audits. The effective date of this act is 60 days after its passage.
