This bill amends RSA 193-E:2-a to require all alternative learning programs for granting credit leading to graduation to comply with state and federal anti-discrimination laws. It also establishes an ad hoc committee to evaluate applications for alternative programs. The committee will consist of the administrator of the office of academics and professional learning (OAPL), a department representative with content area expertise, a representative from the extended learning opportunity network, and two New Hampshire state board licensed teachers. The state board of education will also be required to annually review all entities that offer an educational program approved under this section for compliance with anti-discrimination laws.

The fiscal impact of this bill is currently unknown as the Office of Legislative Budget Assistant is awaiting information from the Department of Education.
