This bill amends the requirements for the written agreement between a supervisor and a candidate for mental health licensure. The amendment specifies that the supervisor must assume professional, ethical, and legal responsibility for the mental health services provided by the candidate. This change is reflected by inserting the words "ethical," and "legal" as well as "mental health services provided by" into the existing law. The previous requirement for the supervisor to assume both professional and legal responsibility in the agreement has been removed.
Additionally, the bill establishes a legislative committee to study ways to increase access to and accountability for mental health services in New Hampshire. The committee will consist of members from both the House of Representatives and the Senate, and it will explore various aspects of mental health services, including credentialing processes, barriers to access, enforcement of network adequacy measures, and public policies to enhance network adequacy. The committee is tasked with submitting a report with findings and recommendations by November 1, 2024. The amendment to the supervision agreement requirements will take effect 60 days after the bill's passage, while the remainder of the act, including the establishment of the study committee, takes effect on July 19, 2024.
