Subparagraph (d) establishes that, except as provided in subparagraphs (b) and (c), any person who violates these sections shall be guilty of a violation and shall be fined a minimum of $250 for a first offense and $500 for a second or subsequent offense. The act is set to take effect on January 1, 2025.
