The bill proposes changes to the composition and appointment of the state board of education. The number of board members will be increased from seven to eleven, with the addition of one non-voting member. The bill specifies that the members will serve without pay but will be reimbursed for actual expenses incurred in the performance of their duties. The education committees of the house and senate may propose areas of study to the board, which must be considered at the next meeting. The governor, with the consent of the executive council, will appoint the members, with five members selected from each of the five executive council districts, two from the public at large, one retired public school classroom teacher, two parents of current public school students, one member from the New Hampshire School Administrators Association, and one student as a non-voting member who serves or has served on a public school board.

The terms of office for board members are also being amended. The new terms will be three years, starting from January 31 following the expiration of their predecessors' terms, with the governor appointing a chairperson annually. Additionally, the bill limits board members to serving no more than two consecutive full terms. The act will take effect 60 days after its passage.
