This bill requires the secretary of state to provide training on election procedures. It amends RSA 652:22 to require the secretary of state to prepare an up-to-date manual on New Hampshire election laws and procedures for each state general election. The manual will be distributed to various officials and may be distributed in electronic or printed format. The bill also requires the secretary of state to prepare supplemental instructional materials and job aids for training in election procedures. Prior to a state general election, the secretary of state must provide at least one training session to review the election procedures manual and supplemental materials. The training session will be recorded and made available to election officials and the public. Attendance at the training session is required for town or ward moderators and clerks, or their appointed designees. Failure to attend may be considered a "lack of training" as described under RSA 659:77. Moderators and clerks must also communicate training information to other election officials and workers in their town or ward. The bill takes effect 60 days after its passage. The Legislative Budget Assistant has determined that the bill will have a fiscal impact of less than $10,000 in each of the fiscal years 2025 through 2027.
