This bill exempts vehicles that are 20 or more years old from having a certificate of title. It amends RSA 261:3, I(k) to specify that any motor vehicle whose manufacturer's model year is 20 or more years old is exempt from the certificate of title requirement, except for heavy trucks and truck-tractors whose gross vehicle weight exceeds 18,000 pounds. The Department of Safety estimates that it would incur costs of approximately $24,000 for system programming and testing related to the implementation of this exemption. However, the cost associated with training and educating agents and stakeholders would be absorbed within its current budget.
