This bill aims to prohibit school boards and other public education agencies from adopting, enforcing, or implementing policies that mandate students or members of the public to wear facial coverings on school property. The term "facial covering" is defined as any item worn on the face that covers the mouth, nose, or both. However, there are exceptions to this prohibition. Facial coverings may still be required for specific extracurricular or instructional purposes, if another section of the law mandates it, or as part of a student's individualized education program under RSA 186-C or accommodation plan under Section 504 of the Rehabilitation Act of 1973.

The bill also clarifies that this prohibition does not prevent the requirement of wearing athletic gear designed to protect against physical damage during sports, or protective equipment while handling hazardous materials for educational purposes. The act is set to take effect 60 days after its passage, indicating that the changes to the policy regarding facial coverings in schools would not be immediate but would be implemented within a specified timeframe after the bill becomes law.
