This bill introduces several updates to the state building code and the operations of the state building code review board. Notably, it requires contractors to submit a written certification from a qualified person to both the owner of the public building and the governing body of the municipality, ensuring compliance with accessibility standards. The bill also expands the qualifications for membership on the State Building Code Review Board to include fire protection engineers, in addition to mechanical engineers, and sets a 3-year term for alternate members of the board. It mandates that the board review new versions of codes published for 1 year instead of 2, and provide summaries of significant changes along with cost estimates and documentation for any recommended legislative changes.
The bill also amends the process for energy code compliance by prescribing a simplified residential energy code compliance form, which will be accepted as verification that projects meet code requirements. It expands the board's authority to hear appeals from additional professional boards, including the electricians' board, the board of home inspectors, and the mechanical licensing board. Furthermore, the bill repeals several sections of the RSA related to local amendments to the state building code, biomass burning boilers, log structures, and certain appeals to the state building code review board. The act is set to take effect on September 1, 2024.
