This bill requires all properly noticed meetings and hearings of elected and appointed municipal bodies to be live-streamed or recorded. The livestream or recording must be accessible to the general public and, if livestreaming is not possible, the meeting must be video recorded and made accessible once archived. Recordings must be posted on the public body's or agency's website within 72 hours, or on the website of the relevant town, city, municipality, or district if the body does not have a website. The recordings must be archived for a minimum of 5 years. The bill does not mandate remote participation or video appearances by public body or agency members, and it does not alter the requirements for written meeting minutes. Municipalities must propose a warrant article at the next annual town meeting to raise funds for live broadcasting of public meetings and hearings, with verified expenditures eligible for reimbursement from the general fund. The bill takes effect on July 1, 2025.
