This bill proposes to amend the current vehicle inspection laws to allow new vehicles purchased in their model year or before to be inspected in the second year after purchase, rather than annually. The bill amends RSA 266:1, II to include a new provision (paragraph IV-a) that exempts such vehicles from inspection until the last day of the registered owner's birth month in the second year following the purchase for natural persons, or until the last day of the purchase anniversary month in the second year after purchase for corporations.
The fiscal note attached to the bill estimates a decrease in state revenue due to fewer inspection stickers being sold, with an impact starting in FY 2025. The revenue from inspection stickers is split between the Highway Fund, General Fund, and Motor Vehicle Air Pollution Abatement Fund. The estimated decrease in revenue is $134,875 in FY 2025, and $269,750 in both FY 2026 and FY 2027. Additionally, there will be a corresponding decrease in state expenditures and local revenue due to a reduction in the distribution of highway fund road toll and motor vehicle fee revenue to municipalities. The bill is set to take effect on January 1, 2025.
