This bill directs the Division of State Police to develop a database that can communicate with the state police online telecommunications system to allow police to be aware if someone is under an order committing them to the New Hampshire Hospital or if their conditional discharge has been revoked. The bill also requires the division of state police to create procedures and protocols for the operation of the database, and requires the probate court and New Hampshire Hospital to provide updates to the division of state police regarding these orders.
The Department of Safety estimates that implementing this bill will cost $131,000 in FY 2025, $102,000 in FY 2026, and $105,000 in FY 2027. This includes the cost of establishing a new data table in the existing database system, as well as the cost of additional personnel to input and manage the data. The bill does not provide funding for these costs. The Department of Health and Human Services and the Judicial Branch do not anticipate any new costs as a result of this bill.
