This bill establishes a commission to investigate the USS Liberty incident of 1967 and its aftermath. The commission will consist of members of the house of representatives, the senate, the public, and various veterans organizations. The commission will determine whether a breach of trust occurred between the federal government and its citizens and service members, as well as whether Israel had an ulterior motive for the attack. The commission will submit an interim report of its findings and recommendations for proposed legislation by November 1, 2024, and a final report by November 1, 2025.

The bill also repeals RSA 4:13-ee, which is related to the USS Liberty incident of 1967. The effective date of this repeal is November 1, 2024. The remainder of the bill will take effect upon its passage.
