This bill outlines the requirements for issuing New Hampshire driver's licenses to nonresident aliens temporarily residing in the state. The director may issue a license to nonresident aliens who are in New Hampshire for education, employment, or as a spouse or child of an alien licensed under this section. The bill specifies that the director shall require certain documentation, including certification from the foreign government regarding the person's driving record and licensing status, proof of previous vehicle operation or completion of an approved driver education course, submission of a social security number or certification of ineligibility for one, and proof of compliance with the conditions set forth for nonresident aliens. Additionally, the bill states that a driver's license issued to a nonresident alien shall not be considered valid identification for state voter registration or any other purpose related to voting.

The bill also includes a provision that prevents the issuance of a driver's license to nonresident alien asylees and refugees until their application for adjustment of status to be a lawful permanent resident has been granted. It further amends the form of the nonresident alien driver's license to include the name, address, date of birth, gender, organ donor status, picture, and signature of the applicant, along with a marking indicating that it is a nonresident alien driver's license. The act shall take effect 60 days after its passage.
