This bill requires that town and city clerks make absentee ballot voter lists available for public inspection. It also requires the secretary of state to create a report detailing information about absentee ballots, including the number of requests received by mail, the number of requests sent to an address other than the one on the checklist, and the number of requests where more than 3 ballots were sent to a common address. The bill also specifies that the lists of absentee ballot recipients shall be available for public inspection 60 days after the election day, or earlier with a court order.

The bill also amends current law to clarify that the option to email an absentee ballot to a voter only applies to absentee ballot applications from UOCAVA voters. It also specifies that the clerk may not designate as an assistant any person who is a candidate for nomination or office or who is working for such a candidate. The bill further requires that absentee ballots sent to voters outside the United States or Canada be sent by air mail.
