This bill proposes the establishment of an Emergency Medical Services (EMS) Disciplinary Review Panel, which will be responsible for consulting on, reviewing, and making determinations regarding the discipline of licensed emergency medical service providers. The bill outlines that the panel will be composed of three members representing different New Hampshire EMS boards or committees. The panel will review the findings of the director's investigation and, by a majority decision, approve license denials, reissuances, and the suspension or revocation of licenses. Additionally, the bill stipulates that the panel must act on matters within 90 days unless an extension is necessary, with status updates provided every 30 days.

The bill also includes provisions for the removal of a disciplined licensee's name from public records after seven years from the date of disciplinary action or within 30 days of a request following the licensee's death. The bill amends existing law to require that the findings of any investigation by the director be referred to the disciplinary review panel for a determination of disciplinary action. The fiscal note attached to the bill indicates that there will be an increase in state expenditures to manage the work of the panel, estimating the cost of hiring a part-time Administrator I position to be approximately $23,350 for FY 2025 and $35,000 annually thereafter. The bill is set to take effect on January 1, 2025.
