This bill prohibits cities, towns, and unincorporated places from discriminating based on race or sex. It adds a new section to RSA 354-A that states that no city, town, or unincorporated place shall discriminate based on race or sex. Any ordinance issued by a city, town, or unincorporated place that discriminates or distinguishes among people based on race or sex will be void and unenforceable. The bill will take effect 60 days after its passage.

The fiscal impact of this bill is indeterminable. The Human Rights Commission states that it is unclear what additional resources may be needed to handle an unknown number of additional charges filed as a result of the bill. The Commission assumes that the bill could generate additional requests for statutory advice, clarity, and/or training from the Commission. Any fiscal impact is expected to occur after FY 2024.
