The Department of Administrative Services states that this bill would require state agencies to only acquire internal combustion engine vehicles using petroleum-based fuels or hydrogen fuel-cell vehicles consuming compressed hydrogen. The Department also notes that the bill may prevent the replacement of existing hybrid or electric vehicles within the next decade, despite some agencies aiming for cleaner fleets. The Department of Transportation states that this bill will not have a financial impact on them as it does not change their current fleet requirements.
