This bill amends the definitions of "full course meal" and "full service restaurant" within the context of alcohol licensing. The definition of a "full course meal" has been revised to remove the language specifying that such meals ordinarily cannot be consumed without the use of tableware and are not conveniently consumed while standing or walking. Additionally, the definition of a "full service restaurant" now includes the ability to seat guests at one or more tables with chairs or at booths, with a minimum capacity of 20 guests at one time, and allows for exceptions to be granted by the liquor commission. The previous requirements for the dining room and kitchen to be sufficiently staffed and for menus to contain a variety of full course meals and a sandwich menu at noon have been deleted. Instead, the new language simply states that meals shall be readily available and served to the table.
The bill specifies that these changes to the definitions will take effect 60 days after its passage. The act was approved on July 12, 2024, and therefore, the effective date of these amendments is September 10, 2024.
