This bill amends the duties of the State Board of Education to expand notice requirements for school districts regarding curriculum course material related to human sexuality, sexual education, sexual orientation, gender identity, or gender expression. The amendment requires school districts to provide parents and legal guardians with at least two weeks' advance notice of such curriculum or programs. Additionally, the bill mandates that school districts make curriculum materials available for parental review upon request, while ensuring that the identity of the parent or guardian and their reasons for objecting to the material remain confidential.

The bill also introduces a new requirement for school districts to adopt a policy on parental notification of changes in a student's mental and emotional well-being, or related services. It prohibits school districts from adopting policies that prevent school personnel from answering parents' questions about their child's health or well-being, including sexuality, or changes in related services or monitoring. The bill allows for exceptions if disclosing information to a parent is believed to result in abuse, abandonment, or neglect. The act is set to take effect 60 days after its passage, with an effective date of September 17, 2024.
