This bill mandates that municipalities which implement land use control measures must provide reasonable and realistic opportunities for the placement of manufactured housing on individual lots, in manufactured housing parks, and in subdivisions within residential districts. It also requires municipalities to allow for the expansion of existing manufactured housing parks. The bill specifies that manufactured housing on individual lots must adhere to the same lot size, frontage requirements, space limitations, and other controls that apply to conventional single-family housing in the same district, without the need for special exceptions or permits unless they are also required for single-family housing.

The bill repeals and reenacts RSA 674:32, I to ensure that municipalities cannot completely exclude manufactured housing through regulation, zoning ordinances, or other police powers. It outlines that manufactured housing parks must have reasonable and realistic lot size and density requirements, and that municipalities must not impose stricter standards than the NFPA 501A for the expansion of existing manufactured housing parks as of July 1, 2024. The act is set to take effect 60 days after its passage, with an effective date of July 19, 2024.
