This bill removes certain regulations on the direct sale of raw milk to consumers. It amends RSA 184:84, V to exempt milk producer-distributors who produce less than 20 gallons of raw milk or process less than 20 gallons of raw milk into certain products from requiring a milk producer-distributor license. These exempted products can be offered as direct sales from the producer-distributor's own farm, farm stand, or at a farmers' market to consumers within the state of New Hampshire. The bill also removes the requirement for ice cream and frozen yogurt produced and sold under this exemption to be packaged in containers no larger than 6 fluid ounces and marked with an expiration date 30 days from the date of manufacture. The bill will take effect 60 days after its passage.
According to the fiscal note, this legislation is expected to have a total fiscal impact of less than $10,000 in each of the fiscal years 2024 through 2027. The Department of Health and Human Services was contacted regarding this bill.
