This bill outlines the conditions and deadline for submitting an application for a ballot recount in a state general election. It amends RSA 660:1 to allow any candidate for whom a vote was cast in a state general election to request a recount if either the margin between the applying candidate and the candidate declared elected is less than 20 percent of the total votes cast in the towns comprising the office in question, or if the total number of ballots cast exceeds the number of registered voters on the day of the election for any race.

The application for a recount must be made in writing to the secretary of state and submitted no later than the Friday following the election. Additionally, candidates requesting a recount are required to pay fees as provided in RSA 660:2. The act will become effective 60 days after its passage.
