This bill allows the secretary of state to receive gifts of historical records or objects and donations for their maintenance. It establishes a new fund called the historical records preservation account, which will consist of donated money for the maintenance of historical records and/or objects. The fund will be nonlapsing and continually appropriated to the division of archives and records management. Additionally, the director of the division is required to report annually to the governor and council on all items and donations received.

The bill also restructures staffing within the secretary of state's office, specifically in the archives and records management division. It abolishes two vacant, classified positions of stock clerk II and establishes two new classified positions of stock clerk III. The governor is authorized to draw the necessary funds to support these new positions from any money in the treasury not otherwise appropriated. The act is set to take effect on July 1, 2024.
