The bill establishes a committee to study the impact of the housing crisis on people with disabilities. The committee will consist of four members of the House of Representatives, appointed by the Speaker of the House, and one member of the Senate, appointed by the President of the Senate. Members will receive mileage compensation at the legislative rate for their duties. The committee is tasked with understanding the scope and severity of housing issues faced by individuals with disabilities, evaluating the current availability of suitable and affordable housing, and exploring potential solutions to increase such housing options.

The committee is required to hold at least six meetings and is expected to gather information and testimony from various state agencies, advocacy groups, and members of the disability community. A list of specific organizations to be consulted is provided, including the New Hampshire Council on Developmental Disabilities, ABLE NH, and the Institute on Disability, among others. The committee will elect a chairperson from among its members, and a quorum for meetings is set at four members. The committee must submit an interim report with findings and legislative recommendations by November 1, 2024, and a final report by November 1, 2025, to various stakeholders, including the Speaker of the House, the President of the Senate, and the Governor. The act will take effect upon its passage, with an effective date of July 12, 2024.
