The bill amends the laws governing solid waste management districts, specifically addressing their contractual abilities and financial management. It allows solid waste districts to accept waste from both inside and outside their boundaries and permits them to direct waste from political subdivisions within their boundaries to contracted third parties. This change is indicated by the insertion of new language and the deletion of the previous restriction in RSA 53-B:7, XIX.
Furthermore, the bill modifies the authority of the solid waste district committee regarding debt payment. It allows for debts to be paid upon approval by the committee or by a manifest signed by two or more members authorized by the committee, as opposed to the previous requirement of committee approval alone. Additionally, the bill introduces a new section, RSA 53-B:9-a, which provides the district committee with the ability to make emergency expenditures in excess of the budgeted amount, subject to certain conditions and the approval of the commissioner of revenue administration. The act is set to take effect on September 1, 2024, following its approval on July 3, 2024.
