The bill expands the list of qualifying medical conditions for the use of therapeutic cannabis to include any debilitating or terminal medical condition for adults aged 21 or older. This inclusion is contingent upon a health care provider's certification that the potential benefits of using therapeutic cannabis would likely outweigh the potential health risks for the patient. The provider must specify the patient's condition or symptom on the written certification and attest to their clinical opinion.
Additionally, the bill removes existing limitations on access to cannabis for visiting qualifying patients by repealing RSA 126-X:2, V(a). The bill also contains a contingency clause stating that if HB 1349 of the 2024 regular legislative session becomes law, the new subparagraph added by this bill will be renumbered accordingly. The act is set to take effect 60 days after its passage, with an effective date of October 01, 2024.
