This bill authorizes municipalities to reduce speed limits seasonally. It allows the governing body of a municipality, or its designee, to reduce any prima facie speed limit to provide reasonable and safe conditions on parts of the highway system that are seasonally congested by pedestrian or bicycle traffic. The reduction in speed limit can be done on the municipality's own initiative or upon the petition of at least 10 residents. The petition must specify the area of the highway system and the reasons for the reduction in speed limit. The municipality must consult with the petitioners and provide them with the results of their findings in writing. The resulting speed limit cannot be less than 20 miles per hour and there can only be one seasonal speed limit in any 12-month period. The municipality approving the seasonal speed limit is responsible for the cost of signage, which must be approved by the commissioner of the department of transportation. The bill takes effect upon its passage.
