The bill proposes the establishment of a commission to study the barriers to increased density of residential development in New Hampshire. The commission will consist of members from the Senate, House of Representatives, various state departments, and representatives from real estate, building, planning, and conservation organizations. The commission's duties will include revisiting the actions of a previous commission from 2019, considering minimum standards for residential development density, studying the impacts of development on services and resources, considering model ordinances for municipalities, and examining environmental regulations related to sewage disposal systems. The commission will also recommend potential legislation based on their findings.
The commission is required to elect a chairperson and clerk, meet within 45 days of the act's effective date, and is administratively attached to the Department of Business and Economic Affairs. Legislative members will receive mileage reimbursement for attending commission duties. An interim report is due by July 1, 2024, and a final report by November 1, 2024, after which the commission will be dissolved as per the repeal of RSA 12-O:58-a set for November 1, 2024. The act will take effect immediately upon passage, except for the repeal section which takes effect on the specified date.
